BIS / CRS Registration

Introduction

Bureau of Indian Standards (BIS) serves as India's national standards body. It operates under the authority of the Indian government and is responsible for developing and promoting technical standards across various industries. In 2012, the Compulsory Registration Scheme (CRS) was introduced as a significant component under BIS. CRS mandates the certification of specific product categories, ensuring their adherence to predefined safety and quality standards. This scheme is a pivotal initiative aimed at safeguarding consumers' interests by regulating products that have the potential to impact safety and well-being.

BIS/CRS registration is essential for foreign manufacturers aiming to export their goods to India. Under CRS, some IT and Electronic products fall under the mandatory certification, and foreign manufacturers must adhere to these requirements to legally market their products in India. The CRS guidelines outline essential parameters, testing standards and safety measures that products must meet. Foreign manufacturers wishing to export their products to the Indian market must comply with BIS/CRS registration requirements. This involves a comprehensive evaluation process to ascertain the products' conformity to specified quality and safety standards.

Foreign manufacturers are required to initiate the registration process by submitting applications to BIS, including detailed technical specifications and test reports from accredited laboratories. BIS/CRS registration is a regulatory necessity and signifies a manufacturer's dedication to product quality and safety. It fosters consumer trust, streamlines market access and positions foreign manufacturers for success in India's quality-conscious business environment. Complying with BIS/CRS requirements is a vital step for foreign manufacturers, ensuring their products meet the essential standards for a thriving presence in the Indian market.

Importance of BIS/CRS Registration

BIS/CRS Registration is important for foreign manufacturers seeking to export their products to the Indian market in the following ways:

  • BIS/CRS Registration is mandatory for foreign manufacturers, ensuring legal compliance and preventing entry barriers into the Indian market.
  • This registration provides entry to India's extensive consumer base, opening up opportunities for foreign manufacturers to tap into one of the world's largest markets.
  • BIS/CRS Registration instils trust and confidence in Indian consumers, as it signifies adherence to stringent quality and safety standards.
  • Compliance reduces the risk of product recalls, safety issues and legal consequences, safeguarding a manufacturer's reputation and financial interests.

Validity & Renewal

Validity of BIS Registration

BIS Registration has an initial validity of 2 years, which can be renewed with the submission of required documents and fees. The renewal process does not necessitate sample testing.

Renewal of BIS Registration

To renew your BIS Registration, you should submit an application for renewal, pay the necessary fees and ensure all outstanding dues are settled. The BIS will review your application and upon approval, your registration will be renewed for the specified period.

Note: Initiate the renewal process in a timely manner as failure to submit renewal application and fees within 90 days of the 2-year validity will lead to BIS license expiry.

Basic Guidelines

Here are some basic guidelines for foreign manufacturers to export their products in India:

  • The BIS Registration Certificate is exclusively issued to manufacturing unit only. It cannot be obtained by traders (who are not manufacturing the product) in their own name. Exporters must ensure the products they export in India have valid BIS Registration.
  • Exporters must ensure that their manufacturing units have obtained BIS Registration for the notified electronic items they intend to export in India. They can facilitate and coordinate the BIS Registration process on behalf of their manufacturing unit.
  • Importer (Indian) can request their manufacturing unit (Foreign Manufacturer) to obtain BIS Registration in the brand name of the Importer to meet the regulatory requirements.
  • Importers and traders can also serve as the Indian Representatives for foreign manufacturing units, as having an Indian Representative is a mandatory requirement for obtaining BIS Registration for imported products.
  • Ensure compliance with BIS labelling requirements by verifying that the products you export are appropriately labelled with the BIS certification mark and other mandatory information.
  • Maintain thorough records of the product registration, test reports, compliance documents and certification for exported products. These records may be necessary for future inspections or audits.
  • BIS/CRS registrations for exported products are generally valid for a specific period, and they need to be renewed before they expire. Plan for timely renewals to prevent disruptions in the export and trade of your products.

Guidelines for Business License

To obtain BIS Registration, the applicant (manufacturer) must provide their Business License. The Business License must adhere to the following guidelines:

  • It should be issued by a Government Authority
  • The Business Scope mentioned in the license must include the terms 'Manufacturing' or 'Production'
  • An exact English translation of the license, following the same format, must be provided alongside a copy of the original license if it is issued in another language
  • Both copies (English and Original) must be sealed and signed by the applicant

Note: Business License lacking the business scope of 'manufacturing' or 'production' will not be accepted.

Guidelines for Marking Labels on Products

  • The marking label on every product should be permanent, resistant to removal, scratching and washing under regular circumstances.
  • It is advisable to either emboss or print the marking label on the product.
  • Alternatively, a securely affixed metal plate can serve as the marking label.

The product marking label should include the following:

  • Product Name (Category)
  • Model Number
  • Brand Name
  • Power Rating (Input / Output)
  • Manufacturer's Name
  • Country of Origin (e.g., Made In India, Made In China, etc.)

Guidelines for Fixing Logo on Products

  • The BIS Logo should be affixed to each registered product and its packaging once the specific product (model) has received the BIS Registration Number.
  • The logo must be permanent and resistant to washing or removal.
  • It is advisable to either emboss or print the logo.
  • Clear visibility is essential and it's preferable to place the logo on the marking label or in close proximity.

The BIS Logo should include the following:

  • IS Standard Number
  • Icon
  • Registration Number
  • URL of the BIS Website (bis.gov.in)

Note: Business License lacking the business scope of 'manufacturing' or 'production' will not be accepted.

  • Failure to collect samples within this timeframe may result in the laboratory disposing of the samples as per its policies.
  • No claims will be entertained once this disposal has occurred.
